Each component is normalized, weighted and gated. A high average cannot override a failed critical condition. The engine produces a Defensibility Index and a stage-aware recommendation (Advance, Conditional, Hold, Reset or Stop) together with an integrity audit that flags manufactured urgency, hidden risk, low-confidence concentration or removal of necessary implementation support. Supporting content: The engine sits at the center of a ten-model suite. Upstream models supply the Status Quo Tax ledger, stakeholder portability scores, residual risk after proof, buyer-owned action history and pilot design. The engine does not claim to predict close probability until historically calibrated. Its purpose is to make the Decision Equation operational and to prevent a strong economic case from concealing an ungovernable change exposure or an unportable internal argument.
