Creator: Alexander Dinola Date of first use / creation: October, 2025 Description: The Pain Owner / Risk Owner Diagnostic separates the stakeholder who experiences the current burden most sharply from the stakeholder who will inherit the downside—additional work, scrutiny, budget exposure or personal blame—if the proposed change goes badly. The same initiative produces different loss calculations across the buying group. Movement requires both the Pain Owner’s urgency and the Risk Owner’s ability to govern the exposure. Supporting content: A champion who feels the operational pain may still be unable to carry the decision if the Risk Owner has not been engaged. The associated mapping method records, for each stakeholder, the dominant pain layer (business, operational, political, personal), the active reference point, blocking power and the specific proof required. When the champion’s language of urgency does not match the organization’s pace, the map almost always reveals a Risk Owner who has not yet accepted the tradeoff.
